How property tax works in 66221

By the 66221 Living Editorial Desk · Updated October 21, 2026 · 9-minute read

Property tax is the largest ongoing cost of owning a home in south Overland Park after the mortgage itself. The good news: the formula is simple, the inputs are public, and you have a real opportunity each spring to challenge the number that drives it.

The formula in one line

In Kansas, residential property is assessed at 11.5% of its appraised market value. That assessed value is multiplied by the combined mill levy of every taxing body that covers your address. One mill equals one dollar of tax per $1,000 of assessed value.

Annual tax ≈ Appraised value × 0.115 × (total mills ÷ 1,000)

Two things change your bill: the county's opinion of your home's value, and the levies set by local governments in their annual budgets. You can influence the first directly through an appeal, and the second through public budget hearings and elections.

Appraised value and the spring notice

The Johnson County Appraiser's Office values every parcel annually, using recent sales of comparable homes, physical characteristics on file and market modelling. Each year, around the start of March, owners receive a Notice of Appraised Value by mail. In 2026 the notices went out in late February.

Read it carefully. The notice shows the county's market value for the current year, the prior year's value and the property characteristics the office used. Errors — a basement recorded as finished when it isn't, wrong square footage, a bathroom count that is off — are more common than people expect, and they flow straight into your bill.

Mill levies: who taxes you

Your total levy is the sum of several layers. For a typical 66221 address these include the State of Kansas, Johnson County, the City of Overland Park, Blue Valley USD 229, Johnson County Community College, the county library, the county park and recreation district and sometimes other special districts. Together they define your tax unit, and neighbouring streets can sit in different units.

Some reference points: the City of Overland Park adopted a 2026 budget of roughly $499 million and kept its levy flat at about 14.5 mills. The school district levy is the largest single slice of most bills. Your exact combined levy is printed on your annual tax statement from the Johnson County Treasurer.

Kansas also exempts a portion of a home's value from the statewide school levy (a 20-mill state levy), so the effective tax on the first slice of value is slightly lower than the simple formula suggests. The exemption amount has changed in recent legislative sessions — check the current figure with the county before you budget to the dollar.

A worked 66221 example

Assume a home appraised at $670,000 — close to the area's median owner-estimated value — in a tax unit with a combined levy of 125 mills (a planning placeholder, not an official figure):

StepCalculationResult
Appraised valueFrom the county notice$670,000
Assessed value$670,000 × 11.5%$77,050
Annual tax$77,050 × 125 ÷ 1,000≈ $9,631
Monthly equivalent÷ 12≈ $803

That works out to an effective rate of about 1.44% of value. Run your own numbers with our property tax estimator.

When and how you pay

Kansas property taxes are billed in arrears and can be paid in full or in two halves. Statements are mailed in November; the first half is due on December 20 and the second half on May 10 of the following year. Most homeowners with a mortgage pay through an escrow account, in which case the lender pays the treasurer directly and adjusts your monthly payment once a year.

If your escrow payment jumps, it usually reflects a higher appraisal or levy the previous year, plus a "shortage" catch-up. Ask your servicer for the escrow analysis — it shows exactly why.

How to appeal your valuation

You can appeal the county's value within 30 days of the notice's mailing date. The first stage is an informal review with appraiser staff. If you disagree with the written result, you can take the case to the Kansas Board of Tax Appeals, again within a short deadline. There is also a separate "payment under protest" route later in the year, but the spring appeal is usually the better window.

  1. Check the facts first. Square footage, finished basement area, bathrooms, condition and lot details. Correcting an error is the easiest win.
  2. Pull comparable sales. Look for 3–6 sales from the prior year in your subdivision with similar size, age and finish. A local agent can provide a free comparative market analysis.
  3. Document condition. Photos and contractor estimates for deferred issues — an old roof, failing windows, foundation repair — support a lower value.
  4. Be concise. Appraisers respond best to a one-page summary with a clear requested value and evidence attached.

FAQ

Does a higher appraisal always mean a higher bill?

Usually, but not always. Kansas requires local governments to notify taxpayers and hold a hearing if they plan to collect more than "revenue neutral" — the amount the previous year's revenue would produce at the new values. Many bodies lower their levy when values rise.

Can I deduct property tax on my federal return?

If you itemise, state and local taxes are deductible up to the federal SALT cap, which changed under 2025 federal legislation. Ask a tax professional how it applies to you.

What if I just bought the home?

Your purchase price is strong evidence of value. If the county's figure is well above what you paid in an arm's-length sale, an appeal is often worth filing.
